Somali people prefer Cabinet System instead of Presidential System. The beauty of the Cabinet System is that the President has no powers to reject the cabinet of the Prime Minister and to call for the dissolution of cabinet (executive branch) through a vote of no confidence in the parliament. The polls or general election results are based on simple majority or first-past-the-past and sometimes it leads to greater inclusivity and participation because of coalition.

“The president and his Damul-Jadiid movement are planning to nominate a non-executive prime minister, because this power we invested in dollars from Qatar,” Damul-Jadiid spokesperson told Somalionlinemedia Monday.
“The president is ready to work with anybody this time, Farah Abdikadir will bring, including if he will be their (opposition) choice,” spokesperson clarified

According to him, President Hassan Sheikh is a peace loving person and therefore wants peace to come back to the country because “he cares about the future of this country and its people.”

The presidential aide confirmed a number of concessions to the oppositions, including their nominee to contest for any public office in the future elections and work with any nominee to the post of the prime minister.
The spokesperson further said that the head of state does not oppose adoption of federalism as the system of governance but he would like the peace to come first so that there is stability for all the people to participate in an inclusive process to decide the type of governing system they would like to be adopted.

“In principle, the president has never opposed federalism. What he has been saying is that let peace be given a priority so that everybody is given an opportunity at an all-inclusive process to participate,” Damul-Jadiid spokesperson said.

However, the spokesperson for the opposition leader, Abdi Barre, said a prime minister’s position with no executive powers was a non-starter, and it’s unconstitutional, hinting that the opposition faction of the legislatures (NVC) would not accept this.

“We will not accept a position of non-executive prime minister. If there is going to be power-sharing between president and prime minister as a leadership structure, the prime minister should be the head of government,” said Abdi Barre, spokesman for the opposition leader.
Farah Abdikadir (Damul-Jadiid Leader) denied allegations that Damul-Jadiid group was only interested in the top executive position to rule the country as a condition to end the warring PM and President.
“It is not simply about getting the executive powers for the sake of it. It is about ensuring that the would-be agreement will be fully implemented. We have a program of introducing reforms under a federal system of governance. PM Abdiweli and his associates will not do it at the helm of power,” Farah argued.

PM Abdiweli however mentioned the President for not promoting federalism and accompanying reforms as demanded by the Somali provisional constitution, but said should contradict itself by asking to delay their implementation.
PM said the people of Somalia would not any more entrust Hassan Sheikh or any of his colleagues in Damul-Jadiid to maintain executive powers which he “abused and used to silent democratic political processes and oversaw the provisional constitution.”

“We wouldn’t make another mistake to make President retain and abuse executive powers again after this crisis which he created on early November after I did a cabinet semi-reshuffle” he said.
“What does he want leadership or executive powers for after failing the country for nearly two years and finally tearing and plunging it into abyss?” he asked.

The NVC leader’s spokesman (Abdi Barre) further said nobody trusted Hassan Sheikh or his associates (Farah Abdikadir) to implement federalism after they expressed their rejection to the call and “threatened parliamentarians, and even citizens not to endorse or speak about federalism.”

He however said the NVC group was always ready and negotiating in good faith, but added it would be better if president Hassan forfeited the presidency to someone else (Farah Abdikadir).

The two parties (Pro-PM and Pro-President) are expected to resume talks in the coming days in an attempt to end the two months political rustling about the non-confidence motion to the PM.
