BACKGROUND

Independent Constitutional Review and Implementation Commission (ICRIC) constitute a Commission which is based on Art 134 of the Provisional Constitution. It is of temporary nature and its appointment, duties and responsibilities are regulated in the Law on the Establishment of the Review and Implementation Commission of the Constitution (2014).

The Commission invites applicants who are citizens of Somalia for the following consultancy (3 persons):

Consultancy: Legal Officer/Comparative Constitutional Law Expert (3 persons)

Supervisor: Steering Committee

Job Grade: Ministerial

Duty Station: Mogadishu, Somalia

PURPOSE OF THE ASSIGNMENT

The Legal Officer/Comparative Constitutional Law Expert under direct supervision of the “Steering Committee” of the ICRIC will contribute to the designing, organizing and assessing events on constitutional issues that are organized by the ICRIC and/or in partnership with Constitutional Review and Implementation Oversight Committee.

DUTIES AND RESPONSIBILITIES

 Prepare, formulate and draft constitutional amendment texts and bill;

 Research and prepare reports to accompany draft constitutional amendments texts or bills that prescribe amendment proposals;

Support the ICRIC in their engagement with the Somalia Executive branch with regard to their participation in the constitutional review process;

 Researching and analyzing the constitutional issues and writing briefs for consideration and deliberation by the Commission;

 Synthesizing legal research and analysis of constitutional issues into a coherent written options or briefs for consideration and deliberation by the Commission;

 Maintaining an organized documentation of constitutional and legal reference materials, databases and reports

 Researching constitutional issues;

 Reviewing the latest publications on relevant constitutional issues and documents;

 Advising Commissioners on the best means of performing research for a particular constitutional issue, taking care to tailor the research to the specific needs;

QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

 University degree in Law.
 Master’s degree in Law (LL.M.) preferably in comparative or constitutional law is an asset and at least 7 years proven working experience.

SKILLS AND KNOWLEDGE

 Extensive knowledge of the Somalia constitutional history, Provisional Constitution as well as the overall mandate of the ICRIC and other organs of Constitutional Review;
 Team work skills or proven skills in working as part of a team
 Proven expertise in Somali law with legislative drafting experience an advantage;
 Demonstrated experience with legal policy development and formulation;
 Experience working in the public sector is an advantage;

Experienced at drafting reports, briefings and other materials;
 Sound demonstrated understanding of gender issues and principles;
 Fluency in Somali and English (written and oral).

LANGUAGE REQUIREMENTS

Fluent in written and spoken Somali and English

LOCATION AND WORKING CONDITIONS

The consultant will work primarily in Mogadishu with possible travels across Somalia. He or She will participate in all ICRIC’s working meetings, conferences, and forums.

TIMING AND DURATION

The consultancy is scheduled to take place over 4 to 5 months during the period October 2015 to March 2016.
